Types of NC Fishing Licenses
North Carolina requires different licenses depending on where and how you fish. Here's the breakdown for Outer Banks anglers.
Coastal Recreational Fishing License
Required for fishing in coastal waters — the ocean, sounds, inlets, and coastal rivers below the saltwater-freshwater line. This is the license most OBX visitors need.

Inland Fishing License
Required for fishing in inland waters — freshwater lakes, rivers, and streams above the saltwater-freshwater demarcation lines. Less common on the OBX but needed for Currituck Sound freshwater areas and mainland rivers.

Pier Fishing — No License Needed
Most OBX fishing piers (Avalon, Nags Head, Jennette's, Rodanthe, Hatteras) sell a blanket pier fishing license that covers all anglers fishing from the pier. You pay a small surcharge in your pier pass — no individual CRFL required.

Commercial / RCGL
The Recreational Commercial Gear License (RCGL) lets you use limited commercial gear (pots, gill nets, trawls) for personal consumption — not for sale. A full Standard Commercial Fishing License (SCFL) is required to sell your catch.

Who Needs a License?
You DO need a license
- • Anyone 16 or older fishing in coastal or inland waters
- • NC residents fishing in the ocean, sounds, or coastal rivers
- • Non-residents fishing any NC waters
- • Anyone using recreational commercial gear (RCGL required)
- • Anglers 65+ — still need a license, but may qualify for senior pricing
You do NOT need a license
- • Children under 16 — fully exempt
- • Fishing from a licensed pier (blanket license included in pier fee)
- • Fishing on July 4th (Free Fishing Day — NCWRC designation)
- • Landowners fishing in ponds entirely on their own property
- • Anyone fishing from a for-hire vessel with a blanket license (charter boats)
Senior & Disability Exemptions
NC residents born before August 1, 1953 may be eligible for a free lifetime combined hunting/fishing license. Residents 65+ can purchase a senior license at reduced rates. Do I need a license to fish from an OBX pier?
No. OBX fishing piers (Avalon, Nags Head, Jennette's, Rodanthe, Hatteras) hold a blanket pier license. Your pier admission fee covers the license — just pay and fish.
Do I need a license to surf fish on the beach?
Yes. Surf fishing from the beach in coastal waters requires a Coastal Recreational Fishing License (CRFL). A 10-day license ($6 resident / $11 non-resident) is perfect for most vacation trips.
Do kids need a license?
No. Children under 16 are exempt from all NC fishing license requirements. They can fish free in all waters, subject to size and bag limits.
Can I use my Virginia or other state license in NC?
No. NC does not have reciprocity with other states for recreational fishing licenses. You must purchase an NC license to fish in NC waters, regardless of what other state licenses you hold.
