The Short Version
North Carolina sets the keep floor at 12" fork — measure carefully, short fish go back. The daily creel is 15 per person per day, and the fishery is open through the whole calendar year.

Spanish off the Planks
July and August on the Outer Banks means Spanish mackerel off the pier heads — Avalon, Nags Head, and Jennette's all hold fish when glass minnows balled against the pilings are showing. Cast a 1-oz gotcha plug into the bait and wind fast; that is the whole game, and the limit fills quick when the schools push the beach.
Boat anglers troll mackerel trees and small spoons in 20 feet of clean green water from Kitty Hawk down to the Diamond Shoals light tower. Look for diving birds — the OBX terns mark Spanish better than any sonar.
